The LARCA Community Marketplace Hub
The LARCA Community Marketplace Hub represents a vital innovation project to expand capacity, stabilize State-licensed residential care facilities, and improve access to housing and supportive services for low-income, at-risk, and unhoused County residents living with a serious mental illness and /or co-occurring disorder.
Purpose of the LARCA Community Marketplace Hub
The LARCA Community Marketplace Hub Pilot Project is a one-year project funded by LACAHSA, the Los Angeles County Affordable Housing Solutions Agency, to demonstrate improved whole-person care leading to better health outcomes for residents of State-licensed Adult Residential Care Facilities by increasing care coordination among the managed care plans, full-service partnerships, Los Angeles County and State agency partners, by centering the residents’ needs, supporting providers to ensure operational stability of facilities, and improved communication among entities responsible for care.
The LARCA Community Marketplace Hub Pilot Project will coordinate services across systems within Los Angeles County, and access Federal financial participation before using local dollars.
Goals of the LARCA Community Marketplace Hub
The Pilot Project will demonstrate significantly improved health outcomes for low-income residents in State-licensed Residential Care Facilities who are living with a serious mental illness and/or a co-occurring disorder, while increasing the reimbursement rate for operators to improve their facility operations and prevent their closure. The Pilot Project will also illustrate effective, streamlined care coordination among the multiple payer systems within Los Angeles County.
LARCA is a Partner with Board and Cares in Los Angeles County
LARCA has been a strong supporter and advocate for County efforts to improve mental health treatment, care and services for those in need, including licensed adult residential care facilities. These facilities are often the only place to go for low-income individuals experiencing mental illness and are a crucial part of the continuum of care for those who are living with a mental illness.
Outcome of The Pilot Program
The Pilot Project’s success in year one will result in year two expansion of the Pilot Project across the County, and on the development of The Licensed Adult Residential Care Association (LARCA) Community Marketplace Hub software system.
A Portal for Every Aspect of Board and Cares
This will be a user-friendly web service portal for healthcare providers, referral agencies, patients, and family members who seek a safe, secure, and efficient method to place their client or themselves into a permanent, 24-Hour State-licensed residential whole-person care facility.
Background of LARCA
The Licensed Adult Residential Care Association (LARCA) was established through a collaborative initiative of the Los Angeles County Department of Mental Health and the National Alliance on Mental Illness Greater Los Angeles County (NAMI GLAC), pursuant to the Board of Supervisors’ directives to improve and sustain licensed residential care facilities.
Crisis Demands Bold and Innovative Solutions
Los Angeles County continues to experience a homelessness crisis that requires bold and innovative solutions to expand housing capacity, improve care coordination, and sustain permanent supportive housing, including Adult Residential Facilities (ARFs) and Residential Care Facilities for the Elderly (RCFEs) for vulnerable populations.
