New Brief Issued by California Health Care Foundation

The California Health Care Foundation has published a new issue brief, and we would like to share it with you, especially our members who work across Medi-Cal, behavioral health, and housing. The new issue brief is called: “Assisted Living: A Community-Based Housing Option for People with Behavioral Health Needs”. The brief highlights the role that assisted living—particularly ARFs and RCFEs—can play in serving individuals with serious mental illness (SMI) and/or substance use disorders (SUD), including many populations that you already serve and support. LARCA is mentioned in this issue brief, and we are grateful to the authors Kerry Landry, Freelance Consultant, and Ed Ortiz, Cruz and Partners, for their excellent and comprehensive report.


Below are just a few highlights of the issue brief:

  • Assisted living provides a home-like, supportive environment that can improve stability and outcomes for residents with behavioral health needs.

  • It remains underutilized due to fragmentation across Medi-Cal managed care, county behavioral health, and housing systems.

  • Existing pathways (e.g., the Assisted Living Waiver and CalAIM Community Supports) are not being fully leveraged.

  • There is a meaningful opportunity for operators to expand access and strengthen partnerships with Managed Care Plans and Behavioral Health Plans.


The brief also outlines practical strategies to expand utilization, including improved referral pathways, stronger coordination across systems, and tools like bed registries and administrative hubs.
